In April of 2004 an incident report was filed with the Indiana Department of Environmental Management (IDEM) by attorneys representing Flexdar, Inc., a company that operated at 1825 W. 18th, a property located three blocks away from the subject property. The substances identified in the report were TCE and Dicloroethene, with presence in the soil and in the groundwater at the 18th Street site.
A responsible party (insurance company) has been identified and is implementing an IDEM approved Voluntary Remediation Program (VRP) for cleanup of the site and other affected areas. As part of the VRP, IDEM has directed that nearby sites be tested for vapor intrusion. In the subject property’s case, the testing would be below three areas of the basement slab. In the event that vapors from Flexdar’s chemicals are present in a quantity sufficient to be of concern, the remediation process would fall under the VRP.
Should it be required, the remediation of 1718 W. 15th Street would be similar to what is done with a home that has Radon intrusion. A vacuum is created under the slab to draw vapors to an evacuation system. The vapors are then vented to the exterior of the building via pvc piping and discharged near the top of the building.
IDEM has confirmed that the Flexdar responsible party would implement this remediation if needed, and that none of the remediation costs, if any are required, would be borne by the owner of 1718 W. 15th Street.
